Having your resume in HTML format can have several advantages. HTML is a widely supported format and unlike plain text, you can add additional text formatting, images, links etc as well. The disadvantages of this method are that it is time consuming and the user must have some knowledge of HTML tags.
There are several web editors like dream weaver that can be used for creating an HTML format resume. This can be considered as middle way as it's easier than using a text editor but produces a correspondingly lager file. These editors can also detect syntax errors and give warnings about common mistakes. This makes the resulting page more reliable and robust.
All the methods mentioned above will produce an HTML file. The method appropriate for you would depend on your skill as well as the purpose of converted file.
